Don't put up with your phone company's bullshit for one minute 
concerning ISDN.  Call your local Public Utilities Commission... they
will be able to tell you if you can get it or not.

ISDN is a service that destroys a very profitable frame-relay 
data business for a lot of regional Bell companies, so unless they
are very high-tech, they'd rather not provide you, or anyone else,
with the service.

Although better data solutions are coming, they won't be available in
the US mass market for a number of years.  ISDN is available NOW to
lots of folks... and it beats the heck out of any analog solution.
