Well, thanks to some tips and encouragement from Jin Mazumdar I got the 3c590 
to run!  Turns out it was trying to configure itself to IRQ 9 which is 
apparently shared with IRQ 2.  WFW 3.11 seems to be happy with this but 
FreeBSD wasn't.  By going into the BIOS setup and forcing IRQ 9 to be 
manually allocated (to a non-existant ISA interface), WFW and FreeBSD 
reconfigured the 3c590 to IRQ 11 and both are now happy!

Thanks to Jin and the whole FreeBSD gang!
