Disable pred1 compression.  iijppp has a very broken implementation of
the CCP layer if the remote peer doesn't speak pred1.

Make sure the line is not declared as being `clocal' (e.g. in
/etc/rc.serial).  Non-local lines do only connect after the carrier
has been detected, and this will cause the first login prompt.
