Not in my 2.1.0 installation:
	
	ardbeg# ll -d /usr/include/sys
	drwxr-xr-x  2 bin  bin  2048 Mar 29 19:17 /usr/include/sys

In your setup - what if I don't install any of the sources?

But mbuf.h is in /usr/include/sys, too, right.
