Use the -d option and add the line

daemon.debug                                    /var/log/debug

to /etc/syslog.conf.

(Note:- you'll have to send a SIGHUP to syslogd to make it re-read its
config file, and the gap between 'daemon.debug' and '/var/log/debug'
must consist of tabs only - no spaces).
