Forget about apache, your problem lies on your PPP server. If you are using the BSDI BSD/OS PPP server, I do not believe that you can do what you want which is called "packet filtering". If you are using a terminal server, most likely you can accomplish this task by setting up a packet filter to only allow packets for your specified subnet. You may want to check with BSDI to see if they support packet filtering, i do not believe they do.
