Did you take with you /usr/src/usr.sbin/config from CURRENT and compiled it
before attempting to config GENERIC ? 

I remind everyone that using a 2.2  kernel with 2.1  userland is not a good
idea as some internal structures  have changed and  switching to 2.2 should
be complete (kernel and user-land).

And remember that config(8)  is generally tied to  the  kernel so you  need
it...
