I may be misunderstanding your question, but I have something similar on 
a private server for a small organisation to gain email access 
(non-internet, but it should work the same).

I have the user shell configured to /usr/bin/pine.. They go straight to 
the pine mail reader, and when they quit pine it logs them off..
