I recant my previous suspicion.

I am not exactly sure why this is happening.  We started logging
incoming and outgoing traffic on our server as a result of suddenly
much higher FTP traffic, and that is when the ftp processes started to
not go away when they were supposed to, so I don't know if it is a
question of high FTP volume, or keepalives, or logging that is the
culprit!
