The simplest "cu" configuration is 0, btw.  You can (as a member of
group "dialer") always do

	cu -s 38400 -l /dev/cuaa0

to speak directly to the modem.

I cannot reproduce this.  Here's the relevant part of my /etc/uucp/dial,
and be assured, UUCP is my main link for mail and news, so i'm pretty
certain it works:

# If we get "BUSY" or "NO CARRIER" during the dial chat script we
# abort the dial immediately.
chat-fail BUSY
chat-fail ERROR
chat-fail NO\sDIALTONE
chat-fail NO\sCARRIER
chat-fail nsufficient\snode\sres

# This is a typical Hayes modem definition.
dialer hayes
chat "" ATZ\d\r OK ATDT\T\r\c CONNECT
