Seems so, but I'm a little confused about your subject. Tcpdump,
is a nice tool for logging/monitoring you network traffic, not
for testing a correct configuration. I prefer ping (ICMP), telnet
TCP and TFTP(UDP) for such a test. 

okay: you need to setup up an ip address for your fddi interface,
man ifconfig. 

e.g. ifconfig fpa0 192.168.1.1 netmask 0xffffff00

if all is working fine, you can enable the automatic
network configuration at /etc/sysconfig. There is already
a line, starting with ifconfig.
