I was talking to someone working on another OS on a VME based
MP PPC box.

A typical problem is the OS not sending an EOI after clearing
the interrupt (level sensitive), delaying the VME interrupt
from asserting the INT line on the IBC.

I'm not familiar enough withe the VME drivers in NetBSD to
be able to tell you if this is your problem, but it's certainly
one place you could look.
