I think you are thinking of http://rah.star-gate.com/ (Amancio Hasty's site).
That site seems to missing the HTML pages. In the mean time you may want
to visit the www.freebsd.org multimedia page or
http://www.cs.ndsu.nodak.edu/mbone-freebsd.

use the application sdr, the above web site will tell you what you need
(mbone router, if necessary; newer sound drivers; vat 4.x; sdr 2.2a4; and
vic 2.7a29).  this site will tell you where to get these applications.
