The EtherExpress16 is supported by the `ix' driver.  The EtherExpress
Pro/100B PCI is supported by the `fxp' driver.

Likely an interrupt problem.  You mentioned a soundblapper, note that
many sound cards implicitly use IRQ7.  The best interrupt (in the low
range) for an Ethernet card is normally 5.  (1 is the internal clock,
2(9) is used by EGA and some VGAs, 3 and 4 are serial ports, 5 is the
second printer, but mostly unused for this purpose, 6 is the floppy, 7
is the first printer.)
