Well, either telnet as well as rlogin should properly forward the TERM
setting to the remote peer.  (Even the window size settings, so the
remote end automatically knows about the number of lines and columns
of your screen.  Alas, there's no protocol for forwarding SIGWINCH
across a telnet or rlogin connection, so you're stuck with your
initial window size.)
