Or preexisting files in the directory block in which the new file
names are stored.  They are at risk of going to lost+found following
a directory compaction on a name insert.

If the new name being added is very short, this could affect
nearly any existing directory block.

If you install into a lone directory with no other contents,
then what you say is true.  Provided the lone directory was
created while the FS was mounted sync, so that it does not
put the directory it was created in at risk.
