I think you're laboring under a misapprehension as to what the SNAPs are
for or what their releases imply.  SNAPs are, quite simply, for the
benefit of us and those developers who are willing to help us out by
testing them and giving feedback.  The fact that it also gives users a
window into what we're up to and occasional access to a desired new
feature is merely a nice side-effect.

So there's not much point in releasing SNAPs of code that isn't changing
much or for which significant testing is not required - that's not the
purpose of the SNAP releases.

That said, I may break the rules a little and release a 2.1 SNAP if it
looks like 2.1.1 is going to be delayed a lot longer, but I'm going to
try to avoid that since it would be a radical departure from our
approach to snapshots and would probably confuse people more than
anything else.
