It's been a while since you posted this, so I don't know if you have
resolved it yet.  

Yesterday I came across this same problem, and a solution.

The more recent versions of the SMC software have the ezsetup.exe
command which has options to  let you disable PnP support.   I think
the two options you want are -nopnp and -pnpboot:d.   Once I did this,
I was able to configure the card and have it keep it's configuration.
This of course requires that you have DOS, but you can boot of a
floppy to run it.  

If you need the software, it is available on their ftp site at
ftp.smc.com.  The software is in a self extracting (DOS) archive
called ether.exe.
