	Think about it a minute.  This is a wonderful idea, exactly
what we need.  It makes compliance so easy, and I would recommend
100% compliance!

	Any provider, at any level simply needs to set that bit in
any packet they generate or forward.  As they can't be sure what is
in the packet they must assume that it may contain 'adult' material.
This would be done in 'an abundance of caution'

	Soon those with filters to bar packets with the 'adult' bit
set will decide that there is nothing on the internet, and go away.
