No, you can do thise things under FreeBSD by simpliy usinf the ELF
loaders and tools that are supported under FreeBSD.

it simply says that we will not be changing our default
format until we are 
1/ sure it buys us something in the NORMAL case
2/ are happy that we have the bugs out of it.

until then any individual developer is welcome to use ELF format
to compile and link and run his application..
