Funny, but my ISP is running 1.3.81 and it works just fine.  That seems
to me to count as commercial use.  My personal machine is at 1.3.84.  I
always install the latest kernel patch within a day or two after it
comes out (and have done so since 1.1.35), and have never had a major
problem.  Most new patchlevels either give improvements or don't give
any noticeable difference in performance.
