Many thanks to Roy Wood and Sean Kelly for their help and suggestions.  I
thought I would post a message to advise all of the outcome.

I'm now pretty sure it comes down to nothing more than bloody-mindedness on the
part of my ISP--all that was required (which I discovered after many hours of
configuring and reconfiguring) was to enable pap authentication (I could kick
myself, I know).

If you're reading this message, not only is my Internet connection working, but
Netscape News, too!
