Certainly it's

ppp ON>

actually.  That *makes* a difference, the lowercase ppp means it's not
connected.

It's normal that you get the prompt again.  It will quickly appear
with the lowercase ppp, but soon switch to uppercase PPP indicating
the connection is established.
