Just incase somebody is following this and wants to know what worked.

In the /etc/ttys file I entered:
ttyd0  "/usr/sbin/pppd 57600"      dialup on insecure

PPPd answers the line and gets restarted on failure or hangup.

I have had no problems since.
BTW:  For those who assumed that this is a client setup, and suggested to 
use ijjppp, Thanks, but I need this to be the server, and use PAP so, 
doing the login and run ppp is not going to work.  THe client wants to be 
pap authenticated without any interaction for the operator.
