When any users try to change their password using passwd, the following 
occurs:

	Changing local password for <user>
	Old password:
	New password:
	Retype new password:
	passwd: updating passwd database
	passwd: password changed elsewhere.  no changes made

  When root attempts to change anyone's password with passwd, it works 
fine.  I can't find the problem, so what am I missing?
