My tired old brian synapses finally started firing again and I
figured out my problem.  In order for the server to support forwarding
IP packets from ethernet to ppp it has to have been compiled with
"options GATEWAY" in the kernel config file.  Which the generic kernel
isn't.

Other than that minor detail everything else is correct.  I.e. using
proxyarp is sufficent to make things work right.
