Check the man pages for news-recovery(8) the instructions for rebuilding 
your history file are there. 

Also, you will probably want to modify the "remember" line of your
expire.ctl file.  The default value is 14, which for a full news feed
will allow your history file to grow to about 200 meg legitamately.  Lower
it to 7 and the history file should drop to 100 meg.  

As far as expire running 20 hours, you probably need more memory, I have 
128megs of ram on my news server and it could still use more memory.  Also,
change the time of day the the standard BSDI daily script runs so that it
runs around 5pm... the goal here is to avoid expire and the daily scripts 
from running at the same time.
