That's because, just like Russ said below, Installer needs more memory
than given to it by default.  You can avoid this error by giving it
more memory.  Also, be sure to install System 7 or later, Connectix's
MODE32 (v7.5 works with any System 7), enable 32-bit address mode, and
disable virtual memory in the Memory control panel.

IIcx should run NetBSD/mac68k without any trouble.  In fact, puma is
a IIcx running NetBSD/mac68k!
