VGAs cannot do underlining at all.  That's why you get a different
color for it.

They are `right'.  pcvt steals another bit from the foreground
attribute, in order to have a 512-char font available.  This leaves
only 8 colors for the foreground, hence the usual ``high intensity''
bit is no longer available.  The available attributes must be mapped
to the 8 different color ``slots''.

ANSI color sequences should work, regardless of the resolution.

It works fine for me.  I've got 7 differently colored VTs, so i can
optically distinguish between them.  You need to understand _how_ the
palette is working, however.  Have a look at the examples in
/usr/src/usr.sbin/pcvt/Misc/Doc/NotesAndHints.
