Take    the  unoff2 or  unoff3    versions   of  INN   from   Dave Barr  at
ftp.math.psu.edu. They include bug-fixes and a config.data for FreeBSD 2.X. 

After you have the installation completed, the docs should be enough to run
the server. It doesn't require much administration.
