It was a bios problem.  When it boots, it gives you an option for the speed
that the bios is accessed.  Turbo(default), fast, or normal.  There is
no place I can find to change the default, but the only option that will
boot from wd(0,a) is normal.  The floppy boots and runs OK.  It also
accesses the hard disk Ok.  Dos never had a problem.  I guess this is one
of those hardware conflict problems.  Time to call the vendor and find
out how to change the default.  BTW: it is not in the bios setup anywhere.

I even got the X-windows stuff working!  It looks great.
