Look into the .cf, you probably have the auto-rebuild parameter set. 

To change it, use the following parameter in the .mc and regenerate the .cf
with the "make foo.cf" command in /usr/src/usr.sbin/sendmail/cf/cf:

dnl # I don't want to rebuild aliases automatically
define(`confAUTO_REBUILD', `False')dnl
