It may be the WC CDROM. I used PCTCP on my DOS machine, and after
booting, found that install could not find the /BIN directory.
What I wound up doing, was copying the /BIN files to a directory
of the same name, and having that as my root directory for FTP.
The install program does not look for /DISTS/BIN/bin.xx. It looks
for /BIN/bin.xx. For installing the basic distribution packages,
my home FTP directory looks like:
/BIN
/Floppies
/"other dist dirctories" etc...
/"other dist directories"etc..
It's a major bummer doing all this work, and the worst part is that so
far, I have not found the combination of directories to install the
packages yet :)

I think a call to Walnut Creek May be in order?

BTW, once you do the above, the basic dists install goes VERY well
and quickly! :)
