It is not a VAX problem.  I have a 3100 under EFT ULTRIX 4.3 that had
the same problem.  My theory is ftp.  You will not that the size of
the file on the the ftp server is correct.

To repeat the solution.  Check the size of files you have downloaded.
If a file is one byte to large, delete the last byte to aviod curruption
messages in your installation.  I used emacs (ESC > BS).
