This bug/misfeature was introduced into NetBSD-1.1 just prior to
its release.  There's an official patch for it, and a few other
problems as well.  You can pick it up at ftp.netbsd.org, or at
ftp.unit.no, which is probably closer in your case.  Apply it to
your kernel source tree, build a new kernel, install it, and
reboot.  Voila!  Your problem should be gone.
