The problem is wrong permissions of the ELM binary. Steve Guckes
(guckes@math.fu-berlin.de) has a web page on it. To paraphrase, the
problem is either;

1. wrong permissions (should be 2755)
2. wrong owner of the elm binary.
3. wrong group of the elm binary (should be the same as your mailboxes
group)
4. wrong locking style for your system
5. wrong permissions of /var/spool/mail (should be 775)

If elm works as root but not as an ordinary user, this is your problem.

good luck,
Charles
