I am trying to set up popper so that it doesn't report connections to the
/var/log/messages file.  I added the -t option to the inetd.conf file and
restarted the machine, but the messages still come to the messages file.

Is there any way to specify another file for the "Servicing Requests"
and "Ending Request" messages?

Once I get that working, is there a way that I can rotate those log files
in a similar manner to Mail?
