I based it on 2.1, 2.2, and 2.3 only.  I'd like to see a 1
year uptime on a 2.5 box.  Would mean it was available in
January of 95.  8-).  The truth is, it hasn't been time
stressed in a production environment long enough yet for
anyone to make claims about its robustness.  So I was
taking a free shot.

A: Because the hardware is cheap and you are a startup ISP.
   One of the things a startup ISP might buy is used Sun
   equipment; the other is Intel hardware, or, less likely,
   used equipment from some other vendor.
