  What's the load average on the system?  If it below 1.0 (and I suspect it is, 
unless you run a _lot_ of CGI stuff), improving CPU power won't do anything.  
After all a T1 is only about 150KB/s, which doesn't even challenge a 486DX33.

  If you really want to improve response/performance get an additional T1 from 
another vender and get peering setup.  This will make your server "closer" to 
more sites, and give you full redunancy if there is a problem.
