What does `netconfig' in Linux?  I think you should have a look into
/etc/sysconfig.

You're a newbie to Unix? :)  You don't have `.' in your path.  Unlike
messy dos, unix doesn't have this automagically (and the superuser
should never have it at all).

You could always start a local program by ./myprog however.
