OK, I finally got straightened out with the bpfilter pseudo-device.
NOW the kernel rebuild is failing.
I've rebuild the FreeBSD 2.0.5 kernel several times
before (along with a few other flavors of unix) so I'm not new to this.

The kernel make is failing on i386/isa/matcd/matcd.c with a string of
"NMATCD undeclared" errors. 
I switched back to an older kernel configuration that had *worked* before and
got the same errors.

Has anyone else had this problem building the 2.1 kernel?  What am mising
in the source, headers, or libs ?
