Who is the owner of /dev/console and /dev/vga, and which access rights
do they have? Something like -rw-r----- is not a good setting for non-root
users. Use 666 instead (Has nothing to do with the bible :-))

Do you have a sufficient number of pty/tty entries in the /dev directory?
Also check that the minor numbers of the pty/tty's are contiguous.
