I tried apsfilter once, and had a similar dislike.

I finally got off my but, borrowed a shell script from my roommate, and ended
up writing a Perl program to use as the input filter.  If apsfilter is broken
enough to not recognize plain text, then maybe you should get my program.  
If you have dvips installed as well, you can provide the illusion of printing
dvi files directly, too.  It's not too much of a program, but if you want it
you can go to ftp://ftp.csua.berkeley.edu/pub/tmonroe/newpsfilter.
