Have you compiled bpf support into the kernel?

pseudo-device	bpfilter	4

will add support for 4 bpf devices (/dev/bpf[0-3]).

Try looking on an Ultrix system 8-) (As stated on the man page, the
/dev/bpf? devices perform this function on BSD systems).
