   This is a normal startup problem ... check the INN faq.

   Try running the 'makehistory' command to build your history  file
   (and history.pag and .dir files). I vaguely remember having to 
   stick an article in place somewhere under /var/spool/news 
   (just to have an article) ... then doing makehistory. In that
   manner, the history file would have an article to put in it's
   database :)
