Why would anyone even *want* to run fsck on a mounted filesystem busy 
either a) collecting) or b) expiring news?

I suggest forgetting it.  The only systems fsck should run on in daily 
are quiet ones, like root.  It's of very limited utility - if root or var 
is messed up for fsck to find, odds are good you've already found out 
about it another way:)
