$ When a user tryies to send mail I get a error msg.

$ can anyone help

please provide more info about your situation.

what operating system?
what pop software?
what are the permissions on /var/mail?

usually people don't use pop to _send_ mail; they use it to _receive_ mail.

it may help you to try a newsgroup in comp.mail.*; they are better suited
for mail-related questions.
