Yes, it has moved. Yes, ftp.netbsd.org is still the right place. It's only that ftp.netbsd.org is pointing to a new machine, and that machine doesn't have the exact same things as the old ftp.netbsd.org used to. Some of this may be planned, some may be accidental and to-be-fixed-any-minute. Hope that this helps clear things up a bit. - Arne H. J.
