    It's only a partial solution, but you can always just modify adduser 
a tiny bit to have $home default to something that's already created, and 
then comment out the &home_create($name, $group_login); line.  You 
wouldn't end up creating extra directories for your mail accounts, though 
you'd still need password file entries for them.
