Yes.  First, you need to write or get a menu script.  If you want I
can forward the one my users are getting when they log in.  Then, in
their .profile, you need to append the statement that loads it.  For
example, I always put a statement like 

printf "\n"
printf "Press any key to load menu"
read key
menu

The reason I have them press a key is that the previouslines tell them
if they have any mail and also displays the motd.  'menu' is in the
usr/bin directory so that it is accessible from anywhere via the path.
Once you do this for your existing users, go to /usr/share/skel and
edit the dot.profile.  This is the default profile copied to a new
users home directory when they are created.  This way, any new users
you create will automatically have the menu load when they log in.
